Abstract
Baird & Associates were retained by the City of Toronto to assess conceptual solutions to a beach erosion problem at the Eastern Beaches, and to design and implement the recommended solution. A series of five rubblemound headlands currently protects the beach updrift of the study area (refer to Figure 1). Erosion has undermined the boardwalk in the unprotected reach (refer to Figure 2), and has led to the construction of a temporary revetment at this location. The study involves the following key activities: Class Environmental Assessment, including extensive public consultation, to define and assess conceptual alternatives and to identify the recommended solution; Definition of site and design conditions; Physical model investigation of beach response and breakwater stability; Final designs, plans and specifications; Construction observation/administration. The Class EA was completed in 1999, and identified submerged breakwaters and beach nourishment as the recommended solution. This design concept was tested at the Canadian Hydraulics Centre in the fall of 2000 (refer to Figure 3), including detailed investigation of beach response and breakwater stability under the range in wave and water level conditions possible at the site. Final design is currently underway, with construction to be completed over the fall of 2001.
